Serve as a technical resource to provide direction on HSE policies/procedures, and for interpreting regulations and compliance requirements. Assist in providing strategic direction and management, people development, and HSE program development and implementation. Support BeyondZero™ performance that is inclusive in the company vision and strategic plans. Directly supervise HSE Coordinators and Technicians.   Primary Responsibilities Ensures the workforce is committed to the BeyondZero™ culture of caring philosophy thereby creating a safe working environment.  Directs, develops, communicates, and implements the projects strategic goals in alignment with the project leadership team and client, develops HSE leading indicators and performance metrics. To coordinate performance and assurance programs across the project focused on continual improvement of our HSE performance. To foster partnerships with clients, and key stakeholders, whether project focused or not, to establish Jacobs as an industry leaders in the HSE field. Build, grow and maintain a strong HSE team to support project Subject matter expert for the project in terms of compliance with federal, state, provincial and client requirements relative to HSE. Work with Key Stakeholders to develop and implement a robust injury case management program.   Qualifications   Minimum of 10 years of experience in industrial construction and/or maintenance field required Minimum of 5 years of management experience, preferably at the HSE Manager level or higher required Must have experience managing HSE in support of a direct hire workforce. Demonstrated safety leadership experience required A relevant Health and Safety tertiary undergraduate or post graduate qualification preferred. Excellent interpersonal and communication skills with people at all levels of the organization. Self-motivated with demonstrated experience in building relationships. The Project Controls Analyst provides oversight of purchasing and AP functions as it relates to capex execution, responsible for timely financial closeout of projects, reclass and accrual processing and reporting on capex performance. Closeouts: Make sure all POs are closed & invoices are vouched/paid Reclass all balances from subaccount to main account before closeout  Identify the assets from FM, Po's issued & discuss with PM on asset name, physical location of asset, component & asset operation date Draft the closeout form & review with PM & route for approvals Ensure assets are tagged & associated to the asset  Send asset details to appropriate team & update budget accordingly Reclass: Reclass PM travel & expense to projects Once assets are in operation, reclass WRM spend to ILS Accruals: Review accrual forms & make sure required backup is attached  Check for open tax lines & accrue tax if required Reporting: Send monthly reports to capex administrators Send YTD spend & CIP report to finance for posting Ensure invoices, reclass, accruals are posted for the month/year Review & report out on P2P compliance report Send commit report & other reports as requested by PM’s Other responsibilities: Access database testing which involves resolving issues with data transfer to budget  As part of automating reports, testing of new budget spreadsheet Provide oversight and a SME for POs, invoices, reclass, accruals Monitor the budget for accurate commitments and spending Maintenance of budget spreadsheet with adding/deleting projects for each location Maintain projects in database as needed Provide invoice/reclass/other information for audits Ensure that project controls team meet monthly deadline Train new members of project controls on Capex process & procedures   Qualifications   5+ years of experience as a Cost Analyst   Jacobs is an Equal Opportunity/Affirmative Action Employer.
