Job Description

ICF  Database Operations Manager 

  • Managing a team of 17+ DBAs distributed across the various technology stacks and projects within the organization
  • Managing daily operations including health checks, review of daily system generated reports, and Incident resolution across all environments
  • Managing applications and products release schedules
  • Supporting customers and application teams with back-end application deployments and issue resolutions in all Oracle, MS SQL, and MySQL environments
  • Managing incoming front door database requests (Initiation to Delivery)
  • Coordinating, planning, and executing with internal and external stakeholders monthly, quarterly, ad hoc database infrastructure maintenances
  • Supporting and fulfilling the Office of Information Security (OIS) requests that pertain to the database systems being managed
  • Coordinating & Executing Change Management requests through CAB & CCBs
  • Maintaining and Managing On-Call Operations for all the managed database systems
  • Planning, executing, and supervising the implementation of major initiatives such as database upgrade projects
  • Generating, reviewing and delivering weekly/monthly incident reports
  • Leading and managing FISCAM audits and processes
  • Planning, coordinating, executing, and managing system disaster recovery drills
  • Improving the operations across the various DBA Tiers
  • Promoting to customers the charge back model deployed for database system
  • Providing long term visions and technological road maps to customers
  • Ensuring that current best practices and processes are revisited every quarter, assist the team and customers in identifying gaps and proposing appropriate remediations
  • Maintaining and improving the governance framework (Team, Processes, and Technology)    
  • Supporting the Program Management team with, staffing, forecasting, budgeting, resource planning, contract deliverables such as bi-weekly status reports and monthly status reports
  • Supporting the Program Management team in identifying business growth opportunities
  • Supporting the Program Management team with recruiting new talent (Draft Requisitions, coordinate with recruiting team, conduct phone screen and interviews, etc.)


  • Ten years+ of experience (with a graduate/postgraduate degree) in the field of information technology.
  • Five years+ of IT operations and management experience in the field of information technology
  • Excellent verbal and written communication and coordination skills
  • Proven experience in leveraging ITSM tools such as Remedy and Serena Business Manager
  • Critical thinking and problem-solving abilities to address complex issues
  • Proven ability to resolve architectural issues as well as develop and maintain an in-depth understanding of the database architecture across the various technology stacks
  • Ability to multi-task and deliver across various initiatives
  • Ability to quickly adapt and provide solutions to evolving customers’ requirements and requests
  • PMP and ITIL certifications strongly preferred
  • US Citizenship required

Clearance Requirement

Candidate must be able to obtain a moderate risk Federal public trust clearance. The public trust clearance process authorizes the Federal government to perform background investigation for identifying negative criminal, medical, and financial findings. If an offer for employment is accepted, continued employment in the position is contingent upon obtaining the clearance.
