We have the unique and significant role to partner with NASA at Johnson Space Center (JSC), to be part of every human spaceflight program – the International Space Station (ISS), NASA’s Orion spacecraft, which will carry astronauts into deep space, and Gateway, the orbiting platform providing the home for astronauts to work and travel back and forth to the moon’s surface, and serving as the platform for deep space exploration.  From critical systems on the ISS to enable astronauts to live and work in space; to performing advanced development for systems leading to deep space exploration; to being part of the foundation for Gateway. 

 

We also partner with NASA at JSC, the only NASA center in the United States to curate all astromaterial samples returned from exploration missions, to perform curation services, orbital debris analysis, and basic research to further humankind’s understanding of the origins of our solar system.

We are currently in need of a Group Operations Manager to join our team. Do you have the following skills?

  

The Group Operations Manager will be responsible for all aspects of personnel management in sections comprised of Test Engineers, Facility Engineers, Lab Managers, and Professional Technicians (union/represented employees) The Group Manager will:

  • Provide effective managerial and strong leadership to a diverse team of approximately 100-150 people in multiple JSC facilities.
  • Responsible for the safety and operations for testing in the Space Environment Simulation areas as well as the Energy Systems Test Area
  • Ensure that the group provides superior and reliable test and lab services ensuring that data we deliver is timely, complete, and accurate
  • Encourage innovation thinking and process improvement for cost savings and improvements
  • Oversee the project management of JSC Chamber upgrade projects and other projects as required to include risk, cost, schedule, and technical performance
  • Be active in the leadership team and assist the Director in strategic planning and recruitment
  • Communicate status of group projects, resources and assessments to NASA Division Management and to Jacobs/JETS upper management
  • Manage and follow-thru on Customer, Division Technical Manager (DTM), and employee requests such as expanding operations, specifying new capabilities and equipment, providing improvements, etc.
  • Lead the group in achieving and maintaining excellent performance as measured by on-time/on-cost delivery of test and lab operations and analyses.
  • Hire skillsets required for tasking, including hard-to-fill or technically diverse positions
  • Oversee the labor and material budgets.
  • Perform other duties as required.

 

Qualifications

 

Required Education/Experience/Skills: 

  • BS degree in engineering from an accredited engineering school with a minimum of fifteen (15) years of direct engineering experience, or a MS degree from an accredited engineering school and thirteen (13) years of direct engineering experience, or Ph.D. degree and nine (9) years direct engineering experience.
  • Demonstrated leadership experience in hardware testing.
  • Previous management and leadership experience in leading multi-disciplinary teams with proven ability to delegate tasking to line managers and supervisors.
  • Previous project management experience.
  • Excellent verbal and written communication skills, as well as excellent interpersonal skills.

Preferences:

  • Previous experience leading Union/Contract Bargaining Agreement (CBA) employees.
  • Human as well as spaceflight hardware testing experience strongly preferred.
  • Knowledge of JSC clinic physical/medical requirements for achievement and maintaining of certifications for employee workforce preferred.
  • Experience with cross training and utilizing employees across several geographical areas.
  • Previous experience managing/leading/operating NASA JSC EA research and development test facilities and labs.
  • Working knowledge of NASA CCB processes to include ORI, URR and TRR.

Essential Functions

Work Environment
Generally an office environment, but can involve inside or outside work depending on task.

 

Physical Requirements
Work may involve sitting or standing for extended periods (90% of time). May require lifting and carrying up to 25 lbs (5% of time).

 

Equipment and Machines
Standard office equipment (PC, telephone, printer, etc.).

 

Attendance
Regular attendance in accordance with established work schedule is critical. Ability to work outside normal schedule and adjust schedule to meet peak periods and surge requirements when required.

 

Other Essential Functions
Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
