CH2M HILL BWXT West Valley, LLC (CHBWV) is an environmental management company under contract to the Department of Energy (DOE) whose mission is to decommission a former nuclear fuel reprocessing facility. CHBWV is located 35 miles south of Buffalo, New York, close to excellent ski resorts, boating, and fishing on Lakes Erie, Ontario and Chautauqua.

Job Summary:

Develop regulatory strategies to achieve interim end-state goals in accordance with contract requirements.  Assure thorough coordination and involvement with CHBWV departments that operations and activities are conducted in compliance with applicable local, state, and federal environmental rules and regulations, as well as DOE Directives.  Through early involvement in planning, assure that local, state, and federal environmental permits and licenses are obtained in conformance with established schedules and program needs.  Responsible for maintaining an environmental monitoring program to continually measure, evaluate, and report on the environmental performance of the West Valley Demonstration Project (WVDP).

Overall responsibility for scope development and contract augmentation.



  • BA/BS in Engineering, Natural Science, or related environmental science discipline or recognized equivalent plus 14 years directly related professional experience in the field of specialization including 4 years in nuclear environment. 
  • A minimum of seven (7) years of management/supervisory experience.



  • None required, Hazardous Material Manager or Qualified Environmental Professional Certified preferred.

  • Provide direct support and regulatory interface to all WVDP departments, DOE, WVDP Stakeholders, and regulatory agencies by coordinating environmental reports, permits, and license preparations and submittals, and NEPA documentation and implementation requirements; supervising operation of the site environmental laboratory, including laboratory analyses, meteorological system operations, and field data collection activities.
  • Develop, maintain, and administer a comprehensive Environmental Management System (EMS) consistent with ISO 14001 and the DOE Integrated Safety Management System (ISMS) requirements.
  • Assure that programs are established and maintained to provide direction to implement DOE directives and policies, state and federal laws and regulations, and Corporate environmental policy by:
    1. Developing a regulatory strategy for achieving the WVDP interim end state to assure that compliance is maintained with all federal, New York State, local and DOE requirements.
    2. Ensuring that all programs address the following where appropriate:  Clean Air Act (CAA): Clean Water Act (CWA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Emergency Planning and Community Right-To-Know Act (EPCRA); Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA); National Environmental Policy Act (NEPA); Resource Conservations & Recovery Act (RCRA); Safe Drinking Water Act (SDWA); Toxic Substance Control Act (TSCA); other laws, rules, regulations, legal agreements, and other directives which may impact WVDP operations, and ; DOE Orders 450.1A, 5400.1 and 5400.5.
    3. Developing and communicating environmental compliance policy, plans, and procedures within CHBWV.
    4. Providing guidance and support to CHBWV departments for compliance and implementation purposes.
    5. Monitoring changes in environmental law, rules, regulations, and directives to determine effect on WVDP operations and recommending program changes, program implementation, and modifications to current and/or planned operations to accommodate regulatory changes.
    6. Maintaining regulatory liaison between DOE, CHBWV, Corporate Company entities, Environmental Protection Agency (EPA), New York State Department of Health (NYSDOH), New York State Department of Environmental Conservation (NYSDEC), New York State Energy Research & Development Authority (NYSERDA) and other regulatory and advisory agencies as appropriate.
  • Provide oversight and direction to the North Plateau Remediation Projects, including North Plateau, Strontium 90 Plume Characterization and Strontium 90 Groundwater Plume Mitigation.
  • Perform regulatory reporting functions to support compliance with DOE, local, state, and federal regulations and WVDP permit and license conditions by providing both trending and reporting of environmental monitoring and groundwater activities to determine compliance with federal and state regulations and DOE Orders.
  • Establish and achieve objectives by developing department budget; schedule and approving expenditures; analyzing variances; initiating corrective actions.
  • Organize department staffing by recruiting, selecting, orienting, and training staff members and assigning responsibilities.
  • Provide personnel to the project team and assure assigned personnel are providing departmental input into plans and schedules, and to assure priorities of project support personnel are aligned with those of the project.  Team members are responsible to resolve all issues and support the project goals and objectives.
  • Provide direction and oversight of the North Plateau Groundwater Remediation projects.
  • Regular attendance is required.

Must possess mastery detailed knowledge of and experience with Federal, New York State, and local regulations and DOE directive and guidance applicable to the WVDP.  Must possess mastery knowledge of engineering, natural/environmental sciences with progressive levels of responsibility including supervision and management coupled with measured success.  Must be able to anticipate, identify and resolve a wide variety of complex issues. Must have strong written and oral communication skills and routinely interface with DOE, regulators, and/or operations personnel relative to regulatory issues. Must establish scopes, negotiate contract provisions, prepare the Cost Plus Award Fee objectives and evaluations, and implement a multi-million dollar contract for regulatory compliance, environmental monitoring, meteorological program, groundwater monitoring, North Plateau Groundwater Remediation and environmental laboratory operations.  Must be able to interface effectively with CH2M HILL Safety Management Solutions management to ensure that regulatory deliverables meet site milestones. Must identify radiological and hazardous operations deficiencies and develop complex solutions to increase operational efficiency and enhance safety of operating personnel. Must possess broad knowledge of operational planning and scheduling techniques to develop workable solutions to various operational problems.  Must possess highly developed organizational skills. Must be able to effectively and efficiently communicate with engineering, operations, DOE counterparts and regulators to develop a strategy for achieving regulatory compliance with planned projects and activities, assure that environmental requirements are understood and effectively satisfied through design, construction, operation, maintenance, and decontamination and decommissioning. Must be able to make presentations to employees, management, government officials, congress, local, state, and national stakeholders.  Must be able to prepare sound written and verbal communications to develop and present technical subjects to management personnel in a clear, concise manner.  Must effectively communicate to DOE counterparts on variety of operations activities including plans, status, schedules, and operational impacts.
