Jacobs is seeking a highly motivated Project Director to provide overall leadership for the Public Works Department for the City of Ontario with all-encompassing responsibility including parks, streets, facilities, as well as water and wastewater infrastructure. The Project Director will ensure the client’s mission, council\city manager direction and core values are incorporated into daily operational activities and services to deliver all contracted City services in a manner that meets or exceeds the expectations of the City and the Company.

Responsibilities include:
• Lead a staff of approximately 25 professional, technical and administrative staff to fulfill the mission of providing a full-range of operations, maintenance, and capital project services in a safe and productive manner
• Deliver a service that is fully integrated with the respective City resources
• Facilitate and participate in public forums on proposed capital projects and any other topics as needed
• Research new technologies and trends and make recommendations around the implementation of programs and equipment to drive optimization and efficiencies
• Public speaking engagements for elected and appointed officials as well as civic leaders, meetings with planning groups, as well as DOT officials
• Meet all contractual and regulatory requirements for the project
• Schedule and plan activities including coordination with key stakeholders (internal and external) and coordination with other groups as needed
• Maintain strong relationships with client, elected officials and technical personnel
• Provide team leadership and drive quality processes
• Direct the development and administration of capital planning as well as large, complex project planning and budgets
• Implement an Asset Management Program that includes preventive, predictive and corrective maintenance, capital improvements
• Ensure a robust Health & Safety culture is always in place
• Active driving of key topics such as positive mental health, sustainability, environmental stewardship, thorough reporting, and key performance indicators
• Be responsible for the overall management and leadership of the project including, Health & Safety, environmental compliance, employee engagement, client satisfaction and financial performance
• Provide leadership and management for all personnel functions including staffing, recruiting, compensation, training and development, objective setting and management, progressive discipline, rewards and recognition and termination in accordance with company policies
• Communicate effectively, both written and verbally with supervisors and subordinates, internally and externally. Ability to deliver presentations and reports of a detailed and technical nature
• Review monthly contract service reports for each installation, advising management as to project status, regulatory agency permit compliance, and technical/plant management attitudes
• Create interest and support in the development of cost/savings programs, ongoing improvement and driving efficiencies
• Engage in and support company initiatives
• Support other regional needs as identified
• Develop and implement a community involvement plan

 
 
Qualifications
 
• Bachelor’s degree in Engineering, Management or similar discipline
• 5 years of experience managing or supervising diverse teams delivering operations and maintenance of infrastructure assets including water or wastewater facilities
• Supervisory Public Works experience including experience in parks and streets (or similar)
• Ability to conduct presentations to large groups
• Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook
• Experience using DMS and CMMS
• Ability to travel 25% of the time
• Possess a valid driver’s license with no major infractions
• Must be local to the city limits of Ontario, Oregon; or ability to relocate within 6 months of hire

The ideal candidate will possess the following skills and experience:

• Excellent knowledge of project finance, variance reporting and budgetary process
• Excellent oral and written communications, self-motivation, team-oriented work practices, and strong data analysis & technical problem-solving skills
• Advanced interpersonal skills and personnel management skills, along with the ability to communicate effectively and maintain credibility across all levels of the organization
• Experience with project management tools such as MS Project
• Knowledge and understanding of key principals in operating and maintaining treatment, distribution and collection systems
• Familiar with Industrial Pre-Treatment program management
