Mission Statement

The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation's warfighters function as designed, are fully interoperable, and support mission requirements.


Job Description

The candidate shall support JITC in planning, conducting, and reporting on OT&E activities to assess and/or evaluate the operational capabilities and limitations of HART and to determine the operational effectiveness, suitability, interoperability, and cybersecurity of the system under realistic conditions and representative mission support scenarios. The Contractor shall provide such support IAW USC Title 10, Section 139 requirements.  In providing such support, the Contractor shall apply Science Based Test Design approaches, and T&E automation, instrumentation, simulation, and stimulation methods, where appropriate, as means to efficiently collect quantifiable, operationally representative, and highly accurate test data to provide increased confidence and mission relevance to OT&E results and findings.   

  • Task Management. 
    • End to end management of this entire task TO involves providing oversight, management, supervision, and control, of the overall contract team.  It also includes ensuring an appropriate number of T&E professionals are always available and that personnel can carry out the technical aspects of this TO.
  • Task Administration.  
    • Administering this TO in a systematic, detailed, and organized manner for all efforts, tasks, subtasks, and associated activities involves establishing and maintaining a digital document library, quad charts, a T&E calendar, and System Tracking Program (STP) entries.  It also includes preparing and providing Weekly Activities Reports (WAR) and Monthly Status Reports (MSR), reviewing documents, and conducting technical editing.
  • General T&E Services.  
    • General T&E services involve providing input, advice, communication and coordination among stakeholders, attending and being active in meetings and briefings, internal administrative actions, and coordination for contractor travel.
  • T&E Planning and Preparation.  
    • Planning and preparing for T&E events results in the delivery of quality T&E plans and involves all the groundwork necessary to ensure assessments adequately address whether or not the system under test (SUT) is able to perform required functions in a safe and effective manner.  It also includes assessing the suitability of the SUT against the unique needs of DHS OBIM customers.
  • Conduct T&E.  
    • Conducting T&E involves the management of Operational Test (OT) events, observation of Contractor and Developmental Test events, data collection, safeguarding data, authenticating and validating data, deducing data, analyzing data, and archiving data.
  • Document T&E Results.  
    • All T&E activities require documentation to record and disseminate results.  This involves addressing required elements identified during the planning process.  The results must be reliable and complete in order for stakeholders to understand the outcomes and be confident in associated acquisition decisions.

Required Education and Experience:

  • Master’s degree and at least 8 years of experience; or 
  • Bachelor’s degree with at least 10 years of experience. 
  • One year of experience can be substituted by 15 semester hours completed towards a Master’s degree.
  • The degree must be in a relevant technical curriculum and experience must be related to the job duties. 

Required Qualifications: 

  • Performs analytical work in support of testing, evaluation, and certification of IT/NSS related to networks, systems, and equipment.  Incorporates DoD interoperability directives and instructions in all T&E processes.  
  • T&E support areas include developmental, operational, standards conformance, capability, and interoperability covering the broad spectrum of DoD, Federal, and Government IT.  
  • An analyst follows and applies common T&E processes that include identify requirements, verify user needs, develop evaluation approach, collect data, analyze data, and report on findings.  
  • Reviews, analyzes, and evaluates IT system operations.  
  • Reviews and analyzes blueprints, schematics, and technical drawings, diagrams, and specifications.  
  • Must be able to review, analyze, and interpret customer information.  
  • Solicits system requirements and associated operational environment to produce an evaluation approach that supports T&E objectives.  
  • Shares and briefs T&E project milestones to all levels of stakeholders.  
  • Conducts and may oversee testing of processes and products.  
  • Responsible for the design and implementation of test procedures to determine if standards and criteria are met.  
  • Recommends adjustments to the T&E process or detailed procedures if appropriate.  
  • Responsible for all activities involving quality assurance and compliance with applicable regulatory requirements; conducts audits and reviews/analyzes data and documentation.  
  • Relies on manual methods and automated test tools to execute the T&E assessment then collect and analyze the data.  
  • Inspects, tests, and measures data that is produced or consumed.  
  • Must be able to document, notify, brief, and discuss results.  
  • Records all initial findings and documents final test results in a designated formal cybersecurity report.  
  • Accounts for anomalies and errors found in testing, notifies customers and management, and may help analyze and/or correct problems.

Required Clearance: Secret 


Required Certification: At least 1 certification in area of specialization. 

Additional certifications in the area of specialization may be substituted for 1 year of experience.


Essential Functions:


Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.


Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.


Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.



Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.


Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
