SAIC is seeking a Project Lead to support the SAIC NExIS Projects at Goddard Space Flight Center (GSFC) on the Omnibus Multidisciplinary Engineering Support Services (OMES) II contract, a multi-discipline engineering effort in Lanham, MD.  This position is temporarily remote due to COVID-19.

JOB DESCRIPTION:

The Project Lead will provide program management and administrative support to SAIC and the various Task Order program offices. The Project Lead will report directly to the OMES II Program Manager and will be responsible for the programmatic maintenance of task orders including customer reporting, proposal writing, tracking of workforce, budget, subcontracts, schedule, deliverables, and risks.

Job duties include:

-The duties of this position require careful monitoring of manufacturing, assembly, testing, problem resolution, and leveraging technical/personnel resources to optimize performance, schedule compliance, adherence to stringent quality standards, and prompt processing of high volume materials procurement and component manufacturing. 

-The Task Orders managed by the selectee involves the management of significant labor/ODC/travel budget allocations, high volume of materials procurements ranging in low to extremely high cost items, as well as a large number of subcontractor personnel (>300 highly skilled mechanical, electrical, and system engineers, technicians, as well as other diverse skillsets associated with the support of the cutting-edge NASA OSAM-1 mission). 

-The selectee will be responsible for everything from day-to-day personnel activities, dynamic assignment of personnel to meet mission objectives/schedule requirements.

-Duties will include personnel management, i.e., counselling, direction, hiring (entire process from postings, vetting/selecting/on-boarding new personnel, discharge if/when needed, performance evaluation and salary adjustments as appropriate). 

-Responsible for the management of each assigned task order including customer reporting, proposal writing, tracking of workforce, budget, subcontracts, schedule, deliverables, and risks.

-Manage subcontractors and their employees directly resolving issues, gathering technical inputs on a monthly basis, creating subcontractor SOWs and evaluating proposals.

-Work directly with the customer on task order administration and resolving day to day issues.

-Drafts proposals for task order modifications including the approval of task order directives, the review and approval of subcontractor proposals, establishment of the workforce plan, and writing of the task plan.

-Track, manage, and report on technical, schedule, programmatic, contractual, and budgetary status, risks, and opportunities.

-Tracks, manages, and reports on technical and programmatic milestones and deliverables.

-Tracking and support all staffing and hiring for task orders.

-Meets regularly with the customer to present deliverables and status milestones, budget, and risks.

-Tracks project financials and uses technical knowledge of project to draft spending projections.

-Approves procurements and invoices.

-Manages subcontractors and subcontractor documentation.

-Communicates and coordinates with PMO support groups to perform PL duties.

-Supplies data call information to management as needed on Task Orders.

-Supplies inputs to Business Development opportunities upon request.

 

Qualifications

TYPICAL EDUCATION AND EXPERIENCE:

-B.S. with 15 years of related experience, or A.A.S. with 17 years of related experience.

-Very strong attention to detail and record-keeping abilities.

-Strong communication skills and ability to professionally interact with customers, subcontractors, engineers, and management.

-Leadership ability and willingness to grow into expanded leadership/supervisory roles.

-Proficiency in resolving programmatic issues in order to ensure that customer needs and deliverables are met completely and on-schedule.

-Ability to assess complex issues, recommend resolution to the team and management, and implement resolutions.

-Proficiency with MS Office tools (Outlook, Word, Power Point, Excel, others), as well as industry-type software tools for timecards, procurements, financial, and personnel management.

DESIRED PAST EXPERIENCE:

-Mechanical and/or Electrical Engineering experience.

-Supporting NASA space borne missions for flight and ground systems.

-IDIQ Task Order based contracts.

-Program and Project Management expertise; PMP certification is a plus.

-NASA financial reporting, documentation, and procedures (533, Supplementals, Variance Analysis).

-Personnel management of large highly skilled engineering professionals.


Target salary range: $175,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
