SAIC has an opportunity based on contract award for a Program Manager to provide SETA support to a PM Electronic Warfare & Cyber (EW&C) contract. This position is contingent upon contract award and will be located in Aberdeen, MD.
Contract award is expected May 2022 with contract start in August 2022.
The Program Manager will manage all contractor personnel assigned to the contract to ensure that all are performing appropriately. Assists in creating, updating, coordinating, and staffing T&E documents that are managed under PEO IEWS; reviews and analyzes current draft and/or approved versions of PEO IEWS Test and Evaluation Master Plans (TEMP), Test Plans, Test Reports, and other program documentation for consistency, conformity to C5ISR requirements, adherence to higher headquarters directives, program impacts due to changes, etc. and provide appropriate comments to the PEO IEWS; reviews program documents for consistency of schedules, test strategy, and force level interoperability requirements; coordinates with affected subordinate PMs to execute modification to TEMPs; participates in test and evaluation IPT on behalf of PEO IEWS; assists the combat developer in requirements research by ensuring requirements can be achieved with either current or anticipated technology; evaluating and balancing user desires against anticipated budget expectations; and assisting and educating users to encourage the development of testable requirements; provides support in preparing briefing packages for presentation to high level leadership. Meets with customer and contractor personnel to formulate and review tasks plans and deliverable items. Ensures conformance with program tasks, schedules and costs.
PROGRAM EXECUTION: Provides input in planning, developing and implementing the program baseline. Identifies and analyzes minor variances, and defines corrective actions in coordination with Program Oversight. Responsible for a task or project when it is part of a larger program reporting to another PM; or responsible for overall execution as the sole PM for a Category 3 program(s) or a Category 4 program(s) with domestic funding. Manages a medium size program staff that may include subcontractors or suppliers. Conducts financial discussions in coordination with internal cross-functional team. Uses standard, well-defined processes, procedures, techniques, or tools that may require program-specific modifications.
INDEPENDENCE: Occasionally reviewed for soundness of judgment and overall quality and content by Program Oversight. Primary customer interface for technical, management, and contract matters; information sharing; and moderate problem resolution.
PERSONNEL MANAGEMENT OF PROGRAM STAFF: Possesses maturing leadership and management skills that require periodic mentoring and feedback from supervisors. Escalates and resolves minor program issues. Provides input to MS on performance reviews, compensation-related actions, and staffing and hiring recommendations. Resolves minor personnel issues in coordination with MS, HR, and Program Oversight.
BUSINESS DEVELOPMENT SUPPORT: Contributes to a BD plan to protect current program. Assists in forming re-compete capture strategy. May serve as CM to expand account offerings. Identifies potential selling opportunities related to future growth beyond current account. Identifies opportunity-buying influences. Identifies possible investment areas by providing repeatable and differentiated offerings and capabilities used in the current account.
